The United Nations emerged as a successor to the failed League, consisting mainly of a General Assembly and a Security Council. This Council is unlike any other body in human history. Its five permanent members include about 30% of the world's population, produce more than 40% of the global economic output, possess 26,000 nuclear warheads, which represents 99 of the nuclear warheads in the world, and have armies numbering 5.5 million soldiers. Planners of the UN project believed that the Council would have to be small to be effective, and that a larger and more representative body would be unable to deal quickly and decisively with crises that threatened security. The Council is based on inequality between member states, "the dictatorship of the strongest", unlike other UN bodies.ظهرت الأمم المتحدة، خلفا للعصبة الفاشلة، تتكون أساسا من جمعية عامة ومجلس أمن، لا يشبه هذا المجلس أية هيئة أخرى في تاريخ البشرية؛ حيث يضم أعضاؤه الخمسة الدائمون نحو 30 % من سكان العالم، وينتجون أكثر من 40 % من الناتج الاقتصادي العالمي، يحوزون 26 ألف رأس نووي، وهو ما يمثل 99 من الرؤوس النووية الموجودة في العالم، ولديهم جيوش قوامها 5.5 مليون جندي. اعتقد المخططون لمشروع الأمم المتحدة أن المجلس يجب أن يكون صغيرا كي يكون فعالا، وأن جهازا أكبر وأوسع تمثيلا سوف يعجز عن التعامل بسرعة وحسم مع الأزمات التي تهدد الأمن. يقوم المجلس على عدم المساواة بين الدول الأعضاء "دكتاتورية الأقوى"، على عكس أجهزة الأمم المتحدة الأخرى[1].
