رغم أن فكرة المجتمع الدولي قديمة جدا؛ فإن الفضل في إطلاق مصطلح المجتمع الدولي يعود إلى المدرسة الإنجليزية؛ التي استفادة وطورت من تراث المدرسة التاريخية الألمانية، خاصة أفكار "هيرن" في القرن الـ19، التي تقول بأن العلاقات بين الدول يجب أن تتأسس على نظام دول ذات سيادة تكون ملزمة بأواصر الاعتماد المتبادل، والابتعاد عن الحروب، التي عانت منها البشرية، قدر المستطاع؛ فمنذ بداية التاريخ حتى عام 1945 نشبت 34531 حربا، بمعدل 6.2 حرب كل عام، وخلال 185 جيلا لم ينعم بسلم مؤقت إلا عشرة أجيال فقط، فالحرب هي أم الجرائم وأعظم الشرور^[1].
